These agencies and organizations provide information to parents, students and advocates about rights under special education law and other useful resources.
Alliance to Prevent Restraint, Aversive Interventions and Seclusion (APRAIS)
- APRAIS was established in 2004 by leading education, research and advocacy organizations to protect children with significant disabilities who exhibit challenging behaviors from abuse in schools, treatment programs and residential facilities. Fourteen national organizations are members.
Disability Compass
- Disability Compass is a web-based resource for people with disabilities, their families, and their supporters. The site provides access to thousands of disability-related organizations, services, programs, and products and features a community calendar, a tool called My Compass that allows individuals to store frequently used searches as well as lists of personal resources and a registry of individuals and organizations that provide respite and other individualized care for people with disabilities.
Family Center on Technology and Disability (FCTD)
- FCTD supports organizations and programs that work with families of children and youth with disabilities, offering a range of information and services on the subject of assistive technologies.
National Dissemination Center for Children with Disabilities (NICHCY)
- NICHCY operates a national clearinghouse of resource materials and provides information to assist parents, educators and advocates in helping youth with disabilities.
Oregon Department of Education (ODE)
- Oversees the implementation of the IDEA 2004 and provides technical assistance to school districts and families. Written materials are also available.
Oregon Department of Human Services, Developmental Disability Services
- Case management services are available for children eligible as developmentally disabled. Check the phone book under the county listings for your local office.
Oregon Parent Training and Information Center (OrPTI)
- OrPTI is a parent training and information center serving parents of children with disabilities, providing education and support to parents, families and professionals in building partnerships that meet the needs of children and youth with disabilities.
Oregon Technology Access Program (OTAP)
- OTAP offers statewide services for children from birth to 21 including information, training, technical assistance referral and a used equipment marketplace.

Support systems can help parents and young adults with disabilities if adult services are not available. These organizations help young adults with disabilities in transition, and their parents.
Access Technologies, Inc. (ATI)
- Oregon’s statewide Assistive Technology Program, ATI specializes in ergonomic risk assessments, assistive technology evaluations, technology training services, and the Oregon Technology Access for Life Needs Project (TALN).
The Arc of Oregon
- The Arc of Oregon’s Guardianship, Advocacy and Planning Services (GAPS) Program provides guardianship, health care representation and advocacy services to adults with developmental disabilities.
Incight
- The name Incight is a hybrid of the word Incite, to spark a passion, and Insight, to possess intimate knowledge of a topic or situation. Through self-empowerment Incight continuously provides the tools and skills for those with disabilities to advance their education, seek and obtain employment, and become active participants in their communities.
Oregon Department of Human Services, Developmental Disability Services
- Case management, residential and vocational services may be available for eligible adults. Check the phone book under county listings for your local office.
Oregon Department of Human Services, Office of Vocational Rehabilitation Services (OVRS)
- Provides employment evaluations, training and other work related services to eligible persons with disabilities. Check your phone book under state listings for your local branch office.
Parents may need to seek legal advice about their child's rights and services under IDEA 2004 and other federal laws. Contact your private attorney or these resources.
Juvenile Rights Project, Inc.
- Provides legal services to children and families without the means to retain counsel.
Oregon Law Center (OLC) / Legal Aid Services of Oregon (LASO)
- Provide representation on civil cases to low-income clients throughout Oregon.
Oregon State Bar – Lawyer Referral Service
- Refers clients to member attorneys based on location, area of law, and special services offered.
These agencies work in partnership with Disability Rights Oregon to increase the integration and inclusion of all Oregonians with developmental disabilities in their communities.
Oregon Council on Developmental Disabilities (OCDD)
- OCDD works to develop a comprehensive system of services throughout Oregon that is consumer and family focused.
Oregon Institute on Disability & Development at OHSU / Center for Excellence in Developmental Disabilities at U of O
- Oregon has two University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDDs) that work with people with disabilities, members of their families, state and local government agencies, and community providers in projects that provide training, technical assistance, service, research, and information sharing, with a focus on building the capacity of communities to sustain all their citizens.
